Hmmm. Here's my thoughts from my character's background.
Leo has always been hooved.
Now, we know from canon that just about anything that can be done with LCARS could be done by talking to the computer, just not as fast (you can visually process incoming information faster than hearing it, usually). I won't state all the cases.
So, normally Leo will talk to the computer for what he needs (or the staff), but in heightened alert conditions, he'll probably put on manipulators.
In MainTimeLine Trek, we have of Captain Pike in his fancy wheelchair, we see that science has continued to evolve to a point where a thought can be detected and acted upon. Move chair, turn, stop, answer yes and no. Biofeedback was seen with Spock when he had no brain. LaForge had some sophisticated biotech in his visor tied into vision, the most dense collection of nerve fiber in humans. Picard had a biomech heart. Then we have the Borg and 7/9 and the others. Clearly, these would point to the ability to use technology to interface with a biological being to have external 'psedo-hands'.
Leo's manipulators will go over his hooves (like a glove) and tap into his nervous system via contacts from there. Each hand will likely have jointed fingers and an opposible thumb for gripping (maybe two). When these are on, he will have (at minimum) equal deterity, if not enhanced a bit due to the speed in which the electrically-driven servos exceed biological reaction.
By the way, Leo hates his manipulators. They pull on his shoulders and give him backaches.
That's my thought. I've started building them already and will have them by launch.
