** Background:

Born in Louisville, Kentucky, Earth to the Churchill Stables.  Upon birth, colt exhibited unusual intelligence and communication skills.  Investigation managed by Office of Genetic Management (Refer: YUU-8823848-44 for full case file) found evidence of genetic tampering contrary to Federation directive FEDPO99293.33 Sub 22201-1.  Subject was found innocent of collusion and released on his own recognizance.

Subject petitioned for full sentience, conditionally granted on the condition that his bio-matter not be duplicated, shared, sold or used to extend his line (Amended 2374 to include all reproductive functions).

Entered Starfleet Academy 2375; graduated 2nd in class.  Significant aptitude to computers, engineering, warp theory (see transcript).  Promoted quickly after first posting at Utopia Planetia, Mars.

** Personality and Psyche Evaluation:

Generally good natured.  Finds enjoyment in helping others, teaching.  Struggles with controlling instinctual behavior under extreme stress (will revert to equine sounds).  Easy frustrated when tired.  Good stamina.  Makes intuitive leaps.  Very sensitive to expressed female emotion.  Requires constant praise and validation.  Prefers to wear a leather halter (traditional to his species) when on duty.

This is a very interesting and unique character.  We'll have to talk behind the sences...  In this universe everyone, even NPCs have their own motives. If someone genetically engineed you, they had a reason to.

   Wow, this is a very good character.  Very distinct and appropriate personality.   It's going to be a lot of fun roleplaying with you I can tell.

The mystery of why Leo was gene'd is unclear.  Obviously there was some investigation and he was found 'cleared'.  But what they did, and why they did... or even who did the didding... is in that file...

And, yes, you read correctly, he is bound to not to 'propagate his line'.  Sounds like some deal was worked out with the powers that let him get into the fleet as long as they did not have to worry about baby Leo's popping up.  What a gray area... what does this limit him to?  Could he be ejected from the fleet if perceived violating the terms of his agreement?  Hmmm...
